I have the honour, by direction of the General Commanding in Chief, to transmit to you the accompanying copy of a Letter from the Home Office, with its enclosure from the Chairman of the Directors of Convict Prisons, calling attention to the cases of Convicts who were sent home from Military Hospital China in the "Marchioness of Londonderry" in August last, and received into Millbank Convict Prison unaccompanied by the necessary Judge's orders, and stating that these Convicts cannot be legally held in custody unless a Warrant for their detention is forthcoming. I am directed by His Royal Highness to request you will cause searching enquiry to be made into the circumstances under which the Convicts in question were embarked for this Country unaccompanied by the requisite Papers, and furnish a full report as soon as possible, for His Royal Highness' information, it having been found impossible to obtain satisfactory explanation.
